The Civil Protection ( or what is currently known as Civil Defence) is considered an important element of the home front protection elements. Thereby, the States derive its continuity from that protection for the vital core installations in the State and in order to ensure the continuation of its productivity is to fortify the security and tranquility forever.

Moreover, the Civil Defence of Kuwait State is directly linked to the Citizens and expatriates, as its success in applying the means and measures of the Civil Defence , Civil Protection and achieving its goals depend mainly on understanding and committing of each of us as individuals and Institutions of such means and measures. Thus, it reflects how everyone cooperates and responds with the efforts of the Civil Defence. In addition to, adhering to the instructions and guidelines generated to the security and safety in all emergency situations in order to protect the lives and property in case of any disaster or crises.

The modern world lives under a constant threat of war outbreak that may happen suddenly. In fact, the contemporary war is no longer confined in the traditional battlefronts but the populated cities and villages have become battlefields( the presence of air raids , military and sabotage acts). Thus, the duty of the state is to secure the safety of the home front and protect the lives and property through civil defense procedures that include exceptional measures the state could not take according to the ordinary legislation. In this behalf, the Law-decree no.(21 of the year 1979) had been issued regarding the Civil Defence.

Furthermore, the purpose of the Civil Defence is to protect the civilians , ensure the safety of transportation and preserve the buildings, installations, institutes, public projects and private property. In addition to maintaining the national monumental artistic antiques from the dangers of the air raids and others of the military and sabotage acts in order to reduce its impact, if it occurs. In general, ensuring the continuation of the workflow regularly in the public facilities whether in war and peace , martial law , emergency or disasters with the National Security guarantee in such conditions and also putting the special plans to protect the installations from the dangers ( article 1).

Through this decree, this page is included within the Ministry of Interior new services in order to communicate with the public. It works on broadcasting the instructions and awareness messages that explain the work of the General Department of Civil Defence and how to prevent and deal with any emergency for a safe life. Meanwhile, we are pleased to receive the inquiries and proposals for developing the work and improving the level of the services provided by the Ministry for the interest of everyone in our generous country.
